Setting up a new European secondary Rare Earth Alloys (REA) production sector
According to the European Innovation Partnership on Raw Materials (EIP-RM), 30 million jobs in Europe depend on the availability of raw materials. Among those materials, the REE are the one at the highest supply risk. EU REE supply chain is fed at 90% by the People Republic of China (PRC) and, despite the EU being one of the top global consumers of such products, in addition to the lack of mining, it has no “RE refinery” capability.
The REE4EU project aims at bridging the gap between the EU industries’ growing demand of REAs and the unstable, displaced suppliers, by setting up a novel circular, EU-centred value chain. The engine of this step forward is a recovery process composed by a ionic liquid extraction step and a high temperature electrolysis step, developed by SINTEF (coordinator of REE4EU) and Tecnalia. The whole process, which will save up to 50% energy in comparison to the state of the art technology, will be validated and showcased with a pilot plant integrated into an existing facility. Different waste feeds will be used to carry out proof-of-concept at industrial relevant scale, first targeting Permanent Magnet Swarf (PMS) then replicating with End-of-Life Permanent Magnet (PM), and further with other End-of-Life wastes from an existing battery recycling plant. End product validation through actual PM production and product performance assessment will provide input to the final proof-of-concept.

Our task in the project is to ensure and maximise the impact of the REE4EU project, paving the way for the market uptake of the proposed technology. A relevant audience of stakeholders, policy makers, researchers and investors will be identified thanks to the robust and consolidated stakeholder analysis and market analysis methodologies developed by PNO. These activities allow to build a targeted set of communication and dissemination actions. We will also prepare a business plan, assessing the profitability of the envisioned REE4EU plant.
